if we create version 1.1 , 1,2,,1.3 .... 2.1,2.2.2.3, there is not way like 2.3 version generate from what version 2.1 or 2.2 , while administration if we have that version history option its easy to maintain the version of documents . Same things can apply in flat set ( we call it in virtual documents other leading content management product ).
