There does not appear to be any method in deliverables management to allow transmittals generated by external parties (submittals) to be distributed to multiple internal users for review and response using any kind pre-set distribution (which does not involve the external party setting the distribution).

I.E. The only way to use the existing transmittal (and therefor have an unbroken workflow) is to add additional reviewers, however reviewers can only be added as individuals. If a project has any complexity to its internal distribution this immediately becomes extremely time consuming and greatlyincreases the likelihood of mistakes.

Ideally what would be required is either the ability to apply a distribution matrix to incoming transmittals (essentially equivalent to forwarding the transmittal irrespective of whether it generates a new transmittal or not) so that it remains part of a single workflow AND / OR the ability to select groups of users as additionally reviewers (preferablywhere within that group you could designate one as consolidator. Although I appreciate this is likely a greater technical challenge).
