For a Transmittal has more than one attachments (can be hundreds/thousands documents), the mark all documents should be ticked by default to avoid leaving other documents response pending.
As a standard, Every document shall carry a "Suitability" field indicating the purpose of issue.
Marking all documents is fine provided they have the same review or response status. As a reviewer, it is also best to check thru if all items have been responded or any one in charge of monitoring the outstanding deliverables, or the consolidator or document controller depending on your workflow. The system also issues notifications if response is not complete.
2. The attachments with Issued for Information status should not require response and should be set by default if they are attached to a Transmittal for review so that it will not require reviewer another step to reply.( Note: Transmittal purpose for review precedes over documents attached with Issued for Info or coordination status.
We feel the safety behaviour is not to tick the Mark all documents checkbox, as the user still needs to review and decide what actions to take.
