Request is to have a way to set a user inactive on a project.

As of today we do not seems to have a way to set use inactive once they leave a project.

Also upon being inactive, all his tasks associate to this inactive user should be delegate to another user. This include ( issue, transmittal etc...)

We plan to delete a user but not 100 percent sur of the impact this will have on the system.
