Currently, when using the PDF markup tool, only one PDF can be linked to an issue at a time. This limitation hinders workflow efficiency, especially when multiple PDFs need to be reviewed and annotated for the same issue.

The problem occurs in the following sequence:

1. I open PDF A in Documents, add a note, and link it to Issue 1.

2. I go to Work, and Issue 1 appears with PDF A in the attachment.

3. I go back to Documents and review another PDF (B). Since the error is the same, I add a note and link it to Issue 1.

4. I go to Work, to Issue 1, and only PDF A appears in the attachments.

5. However, if I go to Documents and open PDF B, a note appears associated with Issue 1.
