The Workflow Rules Engine is a critical datasource-wide configuration item. When unexpected changes can cause wholesale issues with every project in the datasource, it's imperative that changes in this configuration are logged.

At minimum, user import / export actions should be logged, but ideally updates as well, e.g. "Rule ID 123 'Approve' modified", so that issues can be quickly identified and resolved if they arise.
