In workflow-based document visibility (WIP & Shared), currently the versioning is somewhat confusing to the end user.

Current Situation:

• A new version (V2) from a shared document (V1) is created in state WIP

• Users that are allowed to see the shared version cannot see anything, if they do not have the option show all document versions toggeld on

Desired Situation:

• Even if a document is revised to a new WIP-version, the user should still see the latest shared version without the toggling the option show all document versions.
