When we alow users to add value other than the default value for a drop downlist.
Any new value add, does not seem avialable to other.

Request is to make sure that, any new value add by other users, are visible by anyone.

One case example, we start with an empty list, we let user enter the value they require and a month later we do a cleanup to standardize the vaue.
