View who has a draft transmittal open

When we have a transmittal is in draft, it would be usefull to know if some else has the draft transmittal open.

Practical use of functionality?

Often we have multiple person working at preparing a transmittal or we have someone open it for review. we we might overwrite changes.
What is the impact of not doing this?

Possible lost of information or overwrite someone else entry

    The recipient and documents added to the same draft package by two people at the same time are not lost but rather merged and combined together. The textual fields (Subject, Purpose, etc) are overwritten by the second person to save the draft. All the changes are tracked in package History and can be copied and changed back if needed.
