At transmission version H we give a status and a comment to a document
If the same document exist in previous version without any status and comment.
The system should mark the document in previous version of the transmission as:
Document status: Will not response
Document comment: See response in Transmission X

We review large dataset of document and by the time some document get review new version get issue . |

What is the impact of not doing this?
This will prevent our reviewer to go back in previous version of a transmission to mark the documents as: will not respond new version issue. See transmission xx. |
