issue resolution workflow is too rigid for many of our review where we simply need to replicate redlinig being exhchange.

Also a comment/annotation could become an issue after multiple exchange. We have examples where a user wanted to take annotation(s) on transmission C and transform into issue(s) on transmission AC

This is part of change managemnt to help division and department make the transition.

Also it will help users exchange note and comment, especially for the subsequent round of review as previous comment will be able to review.
