The current configuration and even with the just the "view" package access, New button is active for users and are able to create new package and save those as drafts.
The project requirement is to add users who would only have read access to the information and see existing packages.
If feasible, create a PWDM permission, example "Viewer" in which if user only has this permission and New button will be disabled for this user
