Add to the contextual menu of the web viewer the option to send documents to a DM transmission ( TR, RFI or GC).
As the document is send to a transmission, this will be record in the transmission history.

At any point in time a user with the proper persona ( or all persona) could add a document to a transmittal. |

A document could be add to a draft transmittal as well. The person or role or persona in charge of the transmission could see who add which document, allowing him to review the transmittal prior to send it.
As the transmittal is being review, document could be filter to display those added documents by other and each of the document will need to be clear ( EX. using a checkbox and accept) to make sure each add document have been validate.
If a added document is rejected, a notification or an issue could be create and send to the person or the role to notify him and a review cycle is initiate to validate if the document still need to be part of the transmission.
