Thank you for your idea. Unfortunately there is no plan to add this functionality to Deliverables Management service.

As a workaround you could add ProjectWise document links as an attribute to your transmittal package and have them in cover letter as simple text. Copying the link path and pasting it into ProjectWise search would navigate the user to appropriate location if they have access to it.
