DM Review Markup "ISSUE" Tool not exporting as a comment

The current "Note" tool in the Deliverables Management Review does not allow users to attach a comment to the note (see screenshot 1), only presenting the option to create an "Issue". The problem with the "Issue" function is that when the responses are downloaded, anything added as a "Note" annotation, appears blank in the PDF, and removing many comments from the document (see screenshot 2). I believe the 'Note' annotation should enable the ability to add a comment (aligning with the note function in Adobe PDF) and enable the comment to be displayed in PDF when downloaded or the ISSUE function should be integrated with Adobe PDF to allow issues to be displayed as a comment.

Practical use of functionality?

A user is able to append a comments using the Note annotation, which then opens the option to insert text as a comments (NOT an Issue). The Comments are then downloaded as part of the responses in Adobe PDF or other PDF tool.

What is the impact of not doing this?

Currently losing ALL mark ups entered as an ISSUE as soon as the document is downloaded from Deliverables Management. Either the ISSUE function needs to integrated with external Adobe or other PDF programs to be downloaded as a comment, or the ISSUE function should be kept as a seperate annotation, with the Note function having the ability to insert a text comment to enable downloading of comments.

    There is an option to have the whole list of issues for the document downloaded from Issue Resolution service if there is a need to take out document and their comments from Deliverables Management service.
    To do that go to Issue Resolution, filter out the issue list for specific document, click on the three dot menu above the table and choose "Export to PDF" option.
    Alternatively you could use "Free text" option while you annotate. However, this will only allow you to create a downloadable text annotation. You will not be able to comment/ reply to the comment made (that option is only available for issues).
