Useful when a user needs to send a package on the behalf of another user that will need to respond to the package. Similar to the option in Outlook where you can coordinate a meeting on the behalf of another user.
Practical use of functionality?
There have been scenarios where User A will be out of town but failed to submit a package. User B notices that the package needs to be made. User B wants to send out the package but dont want to have to respond to the package. Instead, User B wants User A to have to respond. |

What is the impact of not doing this?
This will allow project participants to send out packages if they notice a deadline approaching and someone is out of the office due to time off, vacation, etc..... |
This should work in pair with the Transmittal review that already exist, where someone can create and ask for a review of the transmittal . The person who review upon agreeing, this will initiate the transmittal process and the creator will be notify and the responses of the transmittal will be send to the creator.
Of course the one who agree after reviewing, could ask to be notify of the response.
