Currently, Free option is only available to whom the document is check out to, unless the user has admin privileges who are always allowed to Free documents. This is different that of in ProjectWise Explorer, which takes the user's security permissions into consideration, including if the user has free permission.

User sees this as an issue that needs to be fixed, as they expect that there shouldn't be any difference unless the "Free" permission can be changed separately on ProjectWise Web.
