Project Level By default we should be able to set at the project level how people in CC are being notify.
User/participant level Then each participant under their project profile can decide to adhere to the project configuration or not. In the above case, user could then decide not to be notify. (ignore project configuration)
Transmission level And finally at the transmission level, users could decide to be notify or not. Again based on the above example, user per transmission will need to decide if he need to be notify as he mention not to follow project base configuration
