This is a extremely severe limitation of the PW Web application and should be addressed by Bentley in a very urgent way. Document sets are at the heart of collaboration between teams and with external actors. A basic example of documents shared across projects are the company standards. If these cannot be accessed from multiple projects, they would need to be duplicated and maintained all across projects... That defeats the purpose of a document management system...
