As a user, I would like to import a BCF created outside of IRS multiple times and the issue in IRS needs to get updated. At the moment, a new issue is created every time.
This is fixed! It still causes a problem when 1) closed issues are imported back into the system 2) a property was updated in the BCF that is not allowed to be updated in this ICP-workflow state (form/WF configuration in the background) Imagine importing 500 issues into the system. The current behavior prevents efficient import since the complete import fails if only one issue that matches cases 1/2 is contained. We believe ICP should import the issues that are OK and give a list of the issues that were not imported and the reason why they were not imported.

This should be fixed by the use of a common GUID for Bentley import of BCF files - please validate
