As of today we have participants that revise the pdf and the XFDF lag one version behind preventing the markup to be display on the new version of the PDF.
We know we can manually change the version of the XFDF or revise the XFDF to match the PDF.
But since we plan to receive 5000 pdf per week or every two week this would be hard to keep track.
The default behavior we are looking for is to have:
No matter how often we revise the PDF, we will need to reference the same markup (XFDF) until we decide to revise the XFDF.
In the ultimate scenario we will have one XFDF for all the version of the same pdf, which would allow us to see all the issue and markup made on a pdf.

Update
We ran into situation where the XFDF become unsynch with the pdf. The document verison is 1.02 and the XFDF version is 1.01
Which prevent from displaying the annotation
Since XFDF are being archive (older version) we have no quick way to fix this other than doing some manual manipulation to restore the synch
