We are in a need to consolidate WRE and Access right into a single interface, access from the web or under PW Admin

1) Basically we need to define business process

2) At each stage of the business process define workflow with state

3) Once inside a workflow-state we need to control access rights at the document level.

As mention in a previous request (https://pwdi.ideas.aha.io/ideas/PWDI-I-751) we also need granual access rights definition
