When a user turns on the "Always use this program" or "Open Read Only" in the Open With... dialog that setting is retained for all future document openings, Read-Only in particular is set on when a user opens a document they only have read-only access to.

Neither checkbox should retain this state, and opening a document read-only because of file permissions should not turn that option on for all future documents.
