Ability for an administrator to delete markups which were previously tied to an issue that has been deleted. Markups tied to an IRS issue which has been deleted are not removed along with the IRS item/issue. Only the user that created the original markup can manually delete their own markup previously tied to the deleted IRS item. There is no way through the interface for an admin to remove markups which they themselves did not create, only means to do this today is to manually edit xfdf.
