If an issue has already a snapshot attached, it will not directly be imported when importing using the BCF format. User needs to create a snapshot and manually upload it.
As a user, I would like to import a BCF created outside of IRS multiple times and the issue in IRS needs to get updated. At the moment, a new issue is created every time.
Pdf markup - default filter settings for markups/issues
It should be possible to change default filter settings for issues pane. We would like to see all closed issues as default. Now we have to change the setting each time we open a drawing.

It would be helpful if administrator could manage notifications preferences for all users. For example to turn on/off notifications about change of status, assigned forms, new issues etc.
Can we add a header name and filter the attachment name column?
This will be useful as when the issue register becomes very lengthy filtering by each document will allow for easy review of each issue on each document. Especially helpful for managers.
