Update the Web interface so that PWDM can transmit documents with meta data, even though the documents exist in different folders each with their own environment. The Environments would share the same attribute labels. This is possible in ProjectWise Explorer and should be replicable in the Web interface.

This would allow teams to use the Web Client instead of ProjectWise Explorer to send transmittals when documents exist in different environments.

The option to select "Confidential Data Included" in Transmittals is very helpful with confidential data and attached files. We have a need for this in RFI's and General Correspondence as well.

add transmittal docs

when adding transmittal docs through web interface, because a) the dialog can not be resized b) the columns in the dialog can not be resized either, as a result, can't even see the docs' full name. see the attached screenshot
