    Ougoing RFI prefix should just be RFI

    Shouldn't the Outgoing RFI just be named RFI now? That way when we receive one, it doesn't show as an OutRFI in our incoming. It would be better if the default was just RFI, same with Transmittal (TR) and General Correpsonce (GC)
