When user only has the Document Name/Number as reference, there is no way for them to search it in Deliverables Management
The user will be still be able to find the transmittal even if the only reference they have is document name/number
Even without the Transmittal ID, user will still be able to search for the package using the document name/number
If you use Project Insight alongside with DM, you can actually search based on a document name. Not the best solution, but it does address the issue.
