Please allow RFI/Submittals to be delegated, without requiring the user to have full admin permissions. We need document controllers to delegate RFIs when people are away, but we dont want them to be able to change permissions or edit project details.

Yes - this would likely be a document controller role as they oversee a lot of RFIs/Transmittals however it could be another lead role as well.
To confirm, are you asking for a new role that allows delegation?
