As we receive 100's of documents to review, we wanted to have a pool of main reviewers that can send the final response once the additional reviewers as complete their task.

Any Main reviewer can claim ownership of a document when ready to send a response. The document is then assign to the main Reviewer who claims it.

We want to avoid having to delegate task. So we can send respond in a more organic way.

The only time a response should be delegate is when the mains reviewer who claim a document is not able to complete his task ( he is in vacation or sick) or the DM admin delegate a task.
